Minority policy in Slovakia before the entry into European Union

Abstract
The issues of status of ethnic minorities is a part of political life in Slovakia. It influences the internal and external policies of state and became a relatively autonomous phenomena. The minority policies are shaped-up by the Frame Agreement for Protection of Rights of Ethnic Minorities. The rights of ethnic minorities are anchored in the Constitution of the Slovak republic and in approximately thirty laws. To the broadening of these rights in the sphere of language use attributed acceptation of European Chart of Regional or Minority Languages. The institutional basis for solving of theses issues improved after year 1998. In the following part the authors characterize present status of Hungarian, Roma, Ruthenian and Ukrainians minorities and some actual issues connected with the developments of these minorities. The are coming to the conclusion, that the recent Slovak legislative corresponds with the standards common in countries of European Union. The authors suppose, that in connection with the processes of transformation of society and integration of Slovakia into EU, a sphere of minority rights will further improve. It is important to secure the broad civic participation via activities of political parties, social organizations and civic associations.
