Abstract

This article concentrates on a legal regulation of national minorities in the process of the constitutional development of the Czechoslovak and Slovak Republic. The first part of the article concentrates on a period from 1918 till beginning of Second World War. During this period, respect for democratic values and equality was typical for a legal regulation of national minorities, but for social practice opened doubts of these values were typical. Other parts of the article are concentrated on the periods marked by the various social-political reversals, which reflected especially in the political and state power towards members of German and Hungarian nationalities and partly also in a legal regulation of national minorities. By knowing contemporary legal regulations, it is useful to monitor which socio-political conditions allow or tolerate existence of such legal regulations containing mostly penalty statutes, which were concentrated only on Hungarian and German nationals.
